The documents a Nigerian child born abroad needs

Documents for a Nigerian child born abroad: the NPC foreign birth notification, the child's NIN, then a first passport, as a working order.

Quick answer

A Nigerian child born abroad has two tracks: the country of birth's own paperwork, and Nigeria's. On the Nigerian side, a working order is NPC's foreign birth notification, then the child's NIN, then a first passport. We found no order published by NIMC or NIS for this, so ask each office.

Step 1
NPC foreign birth notification
Step 2
The child's NIN, through a NIMC-licensed partner abroad
Step 3
A first passport, with a parent's consent letter
Contactless renewal
Not open to minors or first-time applicants

A child born abroad to a Nigerian parent has two sets of paperwork. One belongs to the country of birth. The other belongs to Nigeria. This article covers the Nigerian side only.

The working order

  1. Record the birth with NPC.
  2. Enrol the child for a NIN.
  3. Apply for a first passport.

We found no separate order published by NIMC or NIS for a child born abroad. This one mirrors the domestic sequence in our newborn documents checklist for Nigeria. Treat it as a working plan, and ask each office before you apply.

Step 1: NPC's foreign birth notification

NPC lists Foreign Birth Notification on the NPC self-service portal. It is a Nigerian service, and we found nothing saying it replaces anything the country of birth issued.

We could not confirm NPC's fee, so read the amount on the portal before you pay. Foreign birth notification with NPC covers the service in full.

Step 2: the child's NIN

NIMC enrols Nigerians abroad through licensed partners. The diaspora schedule lists $30 for a child in Africa. The fee outside Africa could not be confirmed, so ask the partner before you book.

NIN enrolment for Nigerians abroad covers the route in detail.

Step 3: a first passport

NIS's list for a minor is an NPC birth certificate (for children born in Nigeria), a consent letter from either parent and proof of a parent's Nigerian citizenship. The consent letter can come from either parent, and NIS's requirement list does not ask for both. The child's photo is endorsed on the back by the consenting parent.

Two gaps matter here. NIS names an NPC birth certificate for children born in Nigeria, and we found no NIS guidance for a child born abroad. Embassies may also apply their own rules. Ask NIS or your mission which birth record it wants before you book.

For a fresh application, NIS's service standards list a target of 42 days after successful enrolment. The same document gives 21 days on its correction-of-data row, so its figures do not agree. Treat it as NIS's own target, not a promise, and allow extra time before any travel date.

The contactless route is not open to a child. NIS says it is not for first-time applicants and minors, so a child needs a physical biometric appointment at the mission. Nigerian passport fees for Nigerians abroad sets out the diaspora fees.

Keep these together

  • The birth certificate from the country of birth.
  • Your receipt for the NPC foreign birth notification.
  • The child's NIN slip, once it is issued.
  • A parent's passport and proof of Nigerian citizenship.
  • The consent letter signed by either parent.

Common mistakes

  • Treating the foreign birth notification as a replacement for the country of birth's certificate.
  • Sending one parent's consent letter without checking the mission's own rules.
  • Assuming the contactless app works for a child.
  • Paying a fee quoted by a third party instead of the amount NPC, NIMC or NIS shows.

Questions people ask

Do I still need the birth certificate from the country of birth?

That is a separate process, outside NPC's service. We found nothing saying NPC's foreign birth notification replaces anything issued abroad. See foreign birth notification with NPC.

What does NIS ask for a child's passport?

NIS's minor list is an NPC birth certificate (for children born in Nigeria), a consent letter from either parent and proof of a parent's Nigerian citizenship. The list names the NPC birth certificate for children born in Nigeria. We found no NIS guidance for a child born abroad, so ask NIS or your mission.

Can my baby use contactless passport renewal?

No. NIS says the contactless route is not for first-time applicants and minors, so a child needs a physical appointment at the mission.

How much does NIN enrolment cost for a child abroad?

NIMC's diaspora schedule lists $30 for a child in Africa. The fee for a child outside Africa could not be confirmed, so ask a NIMC-licensed partner. See NIN enrolment for Nigerians abroad.

Is there a fee for the foreign birth notification?

We could not confirm NPC's fee. Read the amount on vitalreg-selfservice.nationalpopulation.gov.ng before you pay.
