Why an expired card still counts as a renewal
It's a common assumption that once a licence expires, you're back to square one. You're not. FRSC treats an expired licence the same way it treats one that's about to expire: as a renewal. The card no longer being valid doesn't change which option you pick on the portal.
This matters because the alternative, re-issue, is for a different problem entirely. Mixing the two up is the most common mistake people make once their licence has lapsed, and it's an easy one to fall into if you're searching the portal's menu under pressure.
The portal option that trips people up
The Re-issue of Driver's Licence option on the FRSC portal exists for a licence that's lost, stolen, or still valid but being changed. An expired licence doesn't fall into any of those categories. It uses renewal instead, even though "re-issue" can sound like the more obvious choice for a card that needs replacing.
Picking the wrong one at the start doesn't necessarily break your application, but it does mean answering the portal's questions for a problem you don't actually have.
What the fee looks like against a valid licence
There's no separate late fee confirmed in FRSC's published figures for renewing after expiry. You pay the standard fee for your class and term, ₦15,000 for 3 years being the most common example, the same as anyone renewing on time.
That's worth knowing if you've been putting off renewing out of a fear the price has climbed the longer you've waited. As far as FRSC's own figures show, it hasn't. The fee is set by class and term, not by how many months have passed since your card expired.
Why waiting adds risk, not paperwork
The process itself doesn't get harder the longer a licence sits expired. What changes is the time you spend without a valid licence in the meantime, which is worth avoiding regardless of how simple the eventual renewal turns out to be.
We can't advise on the legal consequences of driving on an expired licence specifically; that's a question for a legal adviser if you need a definite answer. What we can say is that FRSC's from 30 days before the expiry date exists precisely so you don't have to find out.
Starting the renewal today
If your licence has already expired, there's no reason to wait for a better time to start. The FRSC portal takes the same application either way, so gather your details and treat today as the day you close the gap, rather than adding another week or month to it.
