A PenCom certificate does not run for a set period from the day it is issued. The difference matters if you are timing a tender.
The expiry rule
A PenCom clearance certificate expires 31 December of the year it is issued. PenCom's schedule of certificates issued in 2025 shows this: every entry carries the same year-end expiry date, whatever the issue date was.
This is not a "twelve months from issue" rule. It is a fixed calendar date that every certificate shares, for the year it was issued in. A certificate does not carry a full year of use as a matter of course; how much use it gives depends entirely on when in the year you collected it.
Why a late-year certificate gives you little time
Picture two employers. One is issued a certificate in February. The other is issued one in November. Both expire on exactly the same day, at the end of that year.
The February employer gets most of a year's use from it. The November employer gets a matter of weeks before needing to start a renewal.
This is one reason to apply early in the year, rather than waiting until a tender deadline forces the issue.
What this means for tender timing
Invitations to tender list certificates as valid until 31 December of the bidding year. That wording matches the date PenCom sets for its own certificates.
A bidder chasing a certificate in the last quarter of the year is racing two clocks at once: the tender deadline, and a certificate that is about to expire anyway.
Renewing ahead, not scrambling
Because the expiry date is fixed and shared across every employer, the smart approach is to build renewal into a yearly routine early on, not to wait for a tender notice.
A compliance calendar that tracks this date alongside your other certificates is more reliable than trying to remember when last year's certificate was issued.
Checking your own certificate's status
Compare your certificate's issue date and its expiry date against 31 December of the year it is issued. If the gap between the two looks unusually short, that is expected, not an error on PenCom's part.
If you are due to renew, PenCom certificate renewal: documents checklist sets out what a renewal application needs, which differs slightly from a first-time one.
Common mistakes
- Assuming a certificate issued mid-year has months left simply because the issue date looks recent.
- Waiting until a tender notice arrives before starting a renewal.
- Confusing the certificate's own expiry with the separate wording tenders use for the whole compliance pack.
