What the temporary permit covers after capture
A temporary permit is issued right after your biometric capture. That way, you're not left with nothing while your permanent card is produced. In Lagos, this temporary document has its own clock. It runs separately from how long your actual licence term will last once the card arrives.
Don't confuse the two dates. One counts down fast. The other, your real licence term, starts properly once the permanent card is in your hand. Mixing them up is an easy mistake to make when both documents arrive within weeks of each other.
How long it stays valid in Lagos
The Lagos temporary permit stays valid for 60 days. Collect your permanent card at an MVAA driver's licence station before that runs out. Don't assume the temporary document covers you indefinitely, because it doesn't.
The separate rider's card and its fee
Okada riders in Lagos need more than a standard driver's licence. The rider's card costs ₦1,000. Applicants also take a driving test with the Vehicle Inspection Service before capture. It's a Lagos-specific requirement, on top of whatever class your driver's licence already carries.
This card isn't optional for commercial riders in the state. Treat it as a second, separate step alongside your FRSC licence, not a substitute for it. Riding on the strength of one without the other leaves you short of what Lagos actually asks for.
The NIN or Payer ID rule on Lagos renewals
Lagos processes many licence and vehicle transactions through its AutoReg portal, portal.autoreg.ng, run for the state by a private processor. Since September 2025, that portal has needed a Payer ID, NIN or NIN-linked phone number for renewals and new registrations. Have one of the three ready before you start. The login step won't proceed without it.
This rule sits on top of, not instead of, whatever FRSC itself asks for on the national driver's licence portal, nigeriadriverslicence.frsc.gov.ng. The two systems are separate, even where they cover related transactions and even where the same NIN ends up doing double duty on both.
Collecting the permanent card before time runs out
Treat the temporary permit as a countdown, not a substitute licence you can rely on indefinitely. Diarise the date it expires the same way you'd diarise your actual licence renewal. Confirm with the station which documents you need to bring when you collect the permanent card, so one trip is enough.
Lagos residents juggling a temporary permit, a rider's card and a state registration on top of the federal licence can find the paperwork more layered than drivers elsewhere in Nigeria face. Keeping copies of everything in one place, rather than scattered across different apps and drawers, makes each step easier when it comes due.
