Renewal, re-issue or a first-time driver's licence: which one?

Renewal vs re-issue vs a first-time drivers licence application in Nigeria: what each FRSC route is for, and how to pick correctly before you pay.

Quick answer

The FRSC portal offers three routes: renewal for a licence that's expiring or has expired, re-issue for one that's lost, stolen or being changed, and a first-time application for a new driver. Picking the right one avoids answering questions meant for a different problem.

Renewal is for
A licence that has or will expire
Re-issue is for
Lost, stolen or changed licences
First-time is for
A driver who's never held one

Three routes live on the same portal

The FRSC portal, nigeriadriverslicence.frsc.gov.ng, doesn't treat every applicant the same way. It offers three distinct routes in, and picking the wrong one means answering questions meant for a different problem, not necessarily a faster path to the same result.

None of the three is inherently harder than the others. They're simply built around different starting points: a card you already hold and want to keep current, a card you already hold but can't use, or no card at all.

Renewal, for a licence that has or will expire

Renewal is the route for a licence that's approaching its expiry date, or has already passed it. FRSC opens this window from 30 days before the expiry date, and an expired card still counts as a renewal rather than dropping you into a different category. Our piece on renewing an expired licence covers that specific case in more depth.

Re-issue, for lost, stolen or changed licences

The Re-issue of Driver's Licence option on the FRSC portal covers a different set of problems entirely: a card that's gone missing, been stolen, or needs a detail changed while it's still valid. It assumes you already hold a licence number, just not a usable physical card, or not the right details on the one you have. Our guide to replacing a lost licence walks through this route step by step.

A first-time application, for a new driver

A first-time application is for someone who has never held a Nigerian driver's licence. Unlike the other two routes, it needs a certificate number from a driving school FRSC has approved before the portal will accept it, since there's no existing licence number to build on. Our piece on getting your first licence through a driving school covers this route in full.

Picking correctly before you pay

Work out which of the three actually describes your situation before you start filling in the form. A card that's simply out of date is a renewal. A card that's gone or being corrected is a re-issue. No card at all, ever, is a first-time application.

Getting this right the first time saves you from a form full of questions that don't apply to you, and from wondering afterwards whether you picked the route that actually matches your situation. If you're still unsure after checking all three descriptions, the safest step is to start the application and read each option's own description on the portal carefully before committing to one.

Questions people ask

How do I know if I need renewal or re-issue?

If your card is expiring or has expired, it's renewal. If it's lost, stolen, or still valid but needs changing, it's re-issue.

What does a first-time application need that the others don't?

A certificate number from a driving school FRSC has approved, which neither renewal nor re-issue requires.

Can re-issue be used for an expired licence?

No. The Re-issue of Driver's Licence option on the FRSC portal is for a lost, stolen, or still-valid licence being changed, not an expired one.

Does picking the wrong route waste my payment?

Sort out the right route before you pay wherever possible; FRSC's FAQ doesn't say what happens to a payment made against the wrong application type.
