Living outside Nigeria does not close off a police character certificate, but it does change the hardest step in the process.
The application itself does not change
You still apply on possap.gov.ng, using a NIN, BVN or international passport. See applying for a police character certificate on POSSAP for the form itself, which does not have a separate version for applicants abroad.
An international passport is the practical choice of ID here for anyone who does not already hold a NIN or BVN.
Fingerprint capture is the hard part
Inside Nigeria, fingerprint capture happens at a police command or formation. From abroad, that option is not available to you directly. Reported guidance says applicants abroad may instead need a certified fingerprint chart from local police, arranged through a Nigerian mission.
This is one of the less clearly documented parts of the process. The mission's exact steps are not spelled out in detail here. Neither is the local police's exact role in producing the chart. Confirm the current expectation with your nearest Nigerian mission before you plan around it, ideally well before any visa or job deadline you are working towards.
A reported fee figure, treated carefully
Pulse Nigeria's reporting gives a diaspora figure of about $75. This site has not confirmed that figure independently, and it may not reflect what your own POSSAP invoice shows. Treat it as a rough indication rather than a number to budget against precisely.
What missions reportedly do not do
Reported guidance is specific that missions do not process the character certificate itself. Their part, as described, is limited to supporting the fingerprint step. They do not issue or approve your certificate. The certificate itself still comes through the same police process that applies inside Nigeria.
Do not expect your mission to check your application status for you, or to speed up the police's own records check. Their reported role stops at the fingerprint chart.
Planning around the extra step
Because the mission route is less standardised than a straightforward formation visit, build in more time than you would for an application inside Nigeria. If you have a visa or job deadline, see certificate validity and timing for how to work backwards from that date.
Common mistakes applying from abroad
- Assuming the process is identical to applying inside Nigeria. The fingerprint step reportedly is not.
- Budgeting exactly $75 without confirming it. Treat it as a reported estimate, not your actual invoice figure.
- Contacting the mission at the last minute. An unfamiliar process benefits from an early start.
For the certificate end to end, see our full guide to cost and process, and you can start a police character certificate request before you contact your mission about fingerprint capture.
