Two groups can apply for a Nigerian police character certificate: Nigerians, and foreigners who meet a residency test. The rest of the process does not change based on which group you are in.
The rule as reported
Nigerians, and foreigners who have lived in Nigeria for at least 30 days. Pulse Nigeria reported this rule from POSSAP's own guidelines in August 2026. It is the clearest statement of eligibility this site could confirm.
There is no separate form for foreigners. The same POSSAP application applies either way. See applying for a police character certificate on POSSAP for the full form.
Why the 30-day residency line exists
A character certificate should reflect a police record check inside Nigeria. A short visit gives the police little to check. That is likely why the rule sets a floor of 30 days living in the country.
The 30 days need not be continuous, but nothing published confirms that either way. If your stay is close to the line, ask a police formation directly before you pay.
Nigerians face no separate test
For a Nigerian citizen, eligibility is not in question. The rule as reported names Nigerians outright, with no extra condition attached. The residency test applies only to foreign applicants.
The ID requirement applies to everyone
Meeting the eligibility rule does not remove the ID requirement. Every applicant, citizen or foreign resident, still needs a NIN, BVN or international passport on the form. A foreign resident typically uses an international passport for this; check with POSSAP if a NIN or BVN you hold also qualifies.
See which ID works for a police character certificate for the full breakdown of that requirement.
What the form asks for beyond eligibility
Once eligibility is settled, the POSSAP form asks for your full name, phone number, email, gender, state, LGA and residential address, plus the reason for your request. None of these fields differ by nationality.
If you are unsure you qualify
Do not guess. A wrong assumption costs you the fee, since it is one-time and non-refundable. Ask a police formation, or check the guidance on possap.gov.ng itself, before you start the form.
Applying from outside Nigeria
Eligibility assumes you live in Nigeria at the time of your check. Applying while based abroad raises a different problem: fingerprint capture at a distance. That question needs its own answer, not a shortcut here.
Common mistakes on eligibility
- Assuming only Nigerians can apply. Foreigners resident for at least 30 days are explicitly included.
- Applying with a Nigerian ID you do not actually hold. Use whichever of a NIN, BVN or international passport genuinely belongs to you.
- Skipping the residency detail on the form. Your stated address and LGA should reflect where you actually live now, not a past address.
Once you have confirmed you qualify, the POSSAP application guide covers every step from there, and our full guide to cost and process covers the certificate end to end. You can also start a police character certificate request once your details are ready.
